Abstract: . . . policy statements re- sulting from regulation are unlikely to significantly reduce consumer reluctance to provide per- sonal information on-line. On the contrary, findings from this study suggest that legally mandated privacy statements would be no more effective than strongly worded voluntary policies. This finding clearly contradicts calls for federal legislation to protect consumers and stimulate greater rates of participation in e-commerce.
